本文在分析了生产建设项目防治措施布设原则的基础上，分析了影响防治目标达到因子，并对防治目标、防治指标、效益分析与措施配置关系进行了研究，提出防治目标是水土保持方案措施配置后必须达到的最低要求，效益分析是根据水土保持方案措施配置能够达到的防治指标，措施配置是达到防治目标的方法。
This article based on the
analysis of the development and construction projects for control measures layout
principle, analyzed the influence factor of the control goal, and researched
control goal, control index, benefit analysis and measure allocation relation. It
puts forward that control goal is the minimum requirement plan of soil and
water conservation measures. Benefit analysis is control index to achieve the plan
of soil and water conservation measures, and measures allocation is method to achieve
control goal.
