高校党外代表人士安排使用体系研究

Research on Arrangement and Use System of Colleges and Universities Non-Party Representation

摘要: 加强高校党外代表人士队伍建设是新时期高校统战工作面临的繁重而紧迫的任务。针对现阶段高校党外代表人士数据库建立尚未完善、高校党外代表人士安排使用体系还不成熟等现状，开展了高校党外代表人士安排使用体系研究。详细阐述了高校党外代表人士队伍的分类梯队配置、安排使用比例指标、安排使用程序等体系要求，构建了高校党外代表人士数据库，建立了高校党外代表人士安排使用评价辅助决策分析系统，对高校党外代表人士发现、培养、选拔、使用、监督的全周期体系构建做了深入探讨，为高校党外代表人士安排使用、科学决策提供了对策与建议。

Abstract: Strengthening the team construction of universities non-party representation is arduous and ur-gent task of the United Front Work in the new period. Because database established of universities non-party representation has not been perfect and arrangement system of Universities non-party representation is not yet mature, the arrangement system is researched. Based on describing the classification echelon configuration, arrangement use proportion index, arrangement use procedures and other system requirements of universities non-party representation team, database of universities non-party representation are established and arrangement use evaluation assistant decision analysis system of universities non-party representation is constructed. The build of full cycle system including finding, training, selection, use, supervision of universities non-party representation is further analyzed, which provides strategy and suggestion for arrangement use and scientific decision of universities non-party representation.
