摘要: 政府职能转移是我国近期政治体制变革的重心，而理清政府职能边界，扩大职能领域是我国政府职能转移的一大趋向。为促进政府与社会组织的良性协作，政府部门应转变固定思维，营造良好的社会组织发展环境，同时社会组织也要提高自身能力与公信力建设。通过对调查的社会组织现状进行分析研究，针对发现的问题提出解决对策与建议。

Abstract: The transfer of government functions is the focus of China's recent political system reform, and clarifying the boundaries of government functions and expanding the functional areas is a major trend in the transfer of government functions. In order to promote the benign cooperation be-tween the government and the social organization, the government departments should change the fixed thinking and create a good social organization development environment, and social organizations should improve their ability and credibility construction. Through the analysis of the status quo of the social organization of the survey, the countermeasures and suggestions are put forward for the problems found.
