经济增长碳减排与物价稳定三重目标的优化模型

Triple Objectives of Optimization Model about Carbon Emission Reduction of Economic Growth and Price Stability

摘要: 2012年我国经济要稳定较快发展，同时要实现碳减排与物价稳定。温家宝总理在十一届全国人大五次会议上明确提出了预期目标，如何实现这些目标呢？本文根据温总理的报告及国家“十二五”规划及国家统计局公布的2012年社会经济发展预期目标及近年来的统计数据，把第一产业的农、林、牧、渔及其服务业，第二产业的建筑业、制造业等十七个行业的产值和相关的平均价格指数作为决策变量，建立了一个线性规划，给出了一个实现经济稳定增长、碳减排和稳定物价的三重目标的优化模型，对2012年产业结构调整的决策，做了定量的优化分析。

Abstract: In 2012, China’s economy will have a steady and rapid development, at the same time, we will achieve the goal of the reductions of carbon emission and the stability of price. The Premier of the State Council Wen Jiabao has clearly put forward the desired targets at the fifth conference of the Eleventh National People’s Congress. How to fulfill these targets? According to the report made by Mr. Wen, the national “12th Five-Year Plan” and the socio-economic development targets made by National Bureau of Statistics in 2012 as well as the recent statistics, this paper will divide the Primary Industry into five industries: agriculture, forestry, animal husbandry, fishery and its services, together with the 17 industries in the Secondary Industry, I will make a more comprehensive optimization and give a threefold objectives of the optimization model.
