“候鸟养老”者医疗保险异地转移接续问题探讨—以吉林省与海南省为例

A Research on the Problems of the Medical Insurance Relationship Shift for “Seasonal Migratory Retirees”—A Practical Discussion Based on Typical Provinces: Jilin and Hainan

摘要: 作为近年来刚刚兴起的新型养老方式，“候鸟养老”受到越来越多的关注。尤其对于老年人的医疗保障问题，配套的政策亟待完善。本文分析了我国部分省市对于异地医疗的政策，并以候鸟养老方式较为典型的吉林省和海南省为例，梳理两地现有适用于候鸟老人医疗保险转移接续的政策规定，并根据老人们生理特点与特殊需求，提出现存问题以及对这一养老方式的探讨。

Abstract: “Seasonal migratory retirement” has received increasing attention from the public as an emerging retirement mode. Especially the supporting policies remain to be improved for the aged medical security system. The study makes a brief analysis among the allopatric medical treatment policies in some provinces in China, and summarizes the current regulations on the transfer and connection for the medical insurance relationship adapted to the “seasonal migratory retirees” with two typical provinces: Jilin and Hainan for examples. The author also puts forward to the existing issues and some basic discussions according to the physiological characteristics and special needs to the old-aged.
