基于承载能力的呼和浩特市水资源管理研究

摘要: 随着经济社会的发展,水资源供需矛盾日趋紧张,水资源已经成为制约一个城市经济社会可持续发展的重要因素。水资源承载力是水资源合理配置、可持续利用的基本度量,准确评价水资源承载能力是科学、合理地保护水资源,实现水资源可持续利用、严格水资源管理的前提。本文在汲取国内外相关理论和方法的基础上,以呼和浩特市作为研究区,分别运用单位GDP综合耗水量评判法及全员人均耗水量评判法,对呼和浩特市不同规划水平年的水资源承载能力进行分析计算,并提出基于城市水资源承载能力的严格水资源管理措施。
Abstract: With the development of social-economy, the contradiction between water supply and demand has increased nervous, and the water resources have become an important factor of city sustainable development. The water resources carrying capacity is reasonable allocation of water resources and the basic measurement of sustainable use. Accurately evaluating water resources carrying capacity is scientific and reasonable pro- tection of water resources. It can realize the sustainable utilization of water resources and strict management of water resources permission. On the basis of theory and evaluation method in domestic and abroad, the wa- ter consumption per unit of GDP and per capita comprehensive judgment method were used to estimate car- rying capacity in Huhhot City under different water resources planning levels. The strict water resources management measurements are proposed based on the urban water resources carrying capacity
