农业节水灌溉存在的问题与发展对策研究

摘要: 农业是我国的用水大户,发展农业节水对于国民经济和社会发展具有重要意义。文章分析了我国农业灌溉用水现状和节水潜力,剖析了我国农业节水灌溉中遇到的“瓶颈”和存在的主要问题,从工程资金筹措渠道、农业节水政策和管理体制、农业水价改革和水权转让、提高农民节水意识、促进农村土地流转等方面,提出了我国未来农业节水的发展建议,为我国的农业水资源可持续利用提供了技术支持。
Abstract: Agriculture is the biggest water user in China; the development of agricultural water-saving has a great significance to the national economic and social development. This paper analyzed the present situation of agriculture irrigation and water saving potential, decomposed the main problems of water-saving irrigation in China and the existing “bottleneck”. From the angle of engineering investment channels, agriculture water-saving policies and management system, reform of agricultural water price and water right transfer, improvement of farmers’ water saving consciousness, promotion of the rural landtransfer, are proposed for China’s future agricultural water-saving, which will provide a technical support for the sustainable use of agricultural water resources.
