警察权的变迁与差异是根植于本国的政治、法律制度之上，并深深受政府权力运作方式的影响，不断形塑和构建出来的。警察权的发展变化一方面在集权和分权中间不断平衡，即分权的国家随着社会矛盾的不断增多转而强化警察权力，而集权的国家则随着民众公民权和自由思想的兴起而限制警察权。另一方面在制度层面，警察权不断的回应政治制度和法律传统的要求，在服务和管理中寻求新的融合与和谐。
Changes and differences of the police power are rooted in the country’s political and legal system, and deeply affected by the authority of governments. On one hand, evolving police power in the middle of decentralization and centralization constantly balances the state that is decentralized with the growing number of social conflicts in favor of strengthening police powers, while with the rising of public citizenship and freedom of thought, the centralized countries set restrictions with police Power. On the other hand, at the institutional level, the right of the police continues to respond to the requirements of the political system and legal tradition, to seek new integration and harmony in the service and management.
