美日国家矿产资源战略及其对中国的借鉴与启示

Reference and Inspiration on Mineral Resources Strategy of USA and Japan

摘要: 我国是一个资源大国，总量丰富，但人均资源量较少，一些矿产处于世界优势地位，但也有一些重要矿产资源急缺，对外依存度居高不下如石油、铜、镍等。近年来，随着国际政治经济格局深度调整，矿产资源保障问题日益突出，尽快建立我国矿产资源战略成为当务之急。在这一方面，美国和日本对矿产资源战略的研究和实施已久，且已形成了一套比较成熟的矿产资源战略体系，对我国矿产资源战略研究具有借鉴作用。本研究立足于中国矿产资源现有国情，研究美日国家矿产资源战略实施背景、发展历程与矿产资源战略体系，寻求美日矿产资源战略宝贵经验对中国矿产资源战略实施的借鉴与启示。

Abstract: China is a resourceful country and its ultimate resource is large, while the amount per capita is small. Some mineral resources are in a dominant position in the world, while some important mineral resources, like petroleum, copper and nickel, are in pressing shortage, resulting in a high dependence ratio on foreign of these minerals. Recent years, as the deep regulation has been taking place in international political and economic pattern, the problems of mineral resources guarantee are increasingly outstanding and it is urgent to build our own mineral resources strategy as soon as possible. In this aspect, USA and Japan have gone far away in the study and implementation of mineral resources strategy and formed mature strategies, which has reference for our study on mineral resources strategy. To be based on national conditions of China, the research studies background for implementation, development process of mineral resources strategy and mineral resources strategy in USA and Japan, seeking the reference and inspiration for China from mineral resources of USA and Japan.
