摘要: 2023年3月施行的新版《建设项目工程总承包计价规范》，进一步明确“总承包”基本原则和方法，规范常用计价方法和计价指标，对推行工程总承包模式有积极意义。文章立足对新规范总承包规则的研究，并据此分析新规范要求下如何优化工程总承包模式，涉及总承包模式选择、招标参数编制、招标费用管理、发包主体需求管理、规范合同条件，研究如何更严谨科学合理管理建筑工程招投标承包模式，降低履约风险，提升约束力和执行效率，促进新规范有效落地生根。

Abstract: The new Pricing Specification for Construction Project Engineering Procurement and Construction (EPC) came into effect in March 2023, further clarifying the fundamental principles and methods of “general contracting,” standardizing commonly used pricing methods and indicators. This specification holds significant value for promoting the EPC model. Grounded in a study of the general contracting rules outlined in the new specification, this article analyzes how to optimize the EPC model under the requirements of the updated regulation. The discussion includes aspects such as model selection for general contracting, the preparation of bidding parameters, cost management for bidding, demand management for commissioning parties, and the standardization of contract conditions. This study explores ways to scientifically, rigorously, and reasonably manage bidding and contracting practices in construction projects, aiming to reduce contract performance risks, en-hance enforceability and execution efficiency, and facilitate the practical implementation of the new specification.
