协商治理视角下城中村治理共同体构建研究——以广州市K村为例

Research on the Construction of Urban Village Governance Community from the Perspective of Consultative Governance—A Case Study of Village K in Guangzhou City

摘要: 我国城中村作为改革开放以来城市化发展的产物，在城市经济迅速发展中发挥着重要作用，当前我国正处于“十四五”规划时期，其中要实现城镇化高质量发展的规划要求必然不可忽略城市中城中村社区的治理问题。文章通过实地研究的方法聚焦广州市海珠区K村，探索城中村这一特殊城市社区治理共同体构建情况。研究发现，以K村为例的广州市城中村普遍存在公共空间有限、公共产品和服务提供不足以及公共精神薄弱等公共性匮乏的问题，针对城中村社区治理困境，文章提出协商民主的中国特色社会主义民主政治制度下社区协商治理是打造城中村社区共同体的关键路径。

Abstract: As a product of urbanization since the reform and opening up, urban villages in China have played an important role in the rapid development of urban economy. Currently, China is in the period of the 14th Five Year Plan, and the planning requirements for achieving high-quality urbanization development cannot ignore the governance issues of urban village communities. This article focuses on the construction of a special urban community governance community in K Chengzhong Village, Haizhu District, Guangzhou, through literature review and field research. Research has found that urban villages in Guangzhou, taking K village as an example, generally suffer from a lack of public space, public products and services, public funds, and public spirit. In response to the governance dilemma of urban village communities, this article proposes that community consultation governance under the socialist democratic political system with Chinese characteristics of consultative democracy is a key path to building a community of urban villages.
