城市治理中共治与共享面临的困境研究——以广州市为例

Research on the Dilemmas of Co-Governance and Co-Sharing in Urban Governance—Taking Guangzhou as an Example

摘要: 本文通过探讨广州市城市治理中的共治与共享困境，强调了共治共享理论在中国特色社会主义治理中的重要性和实践意义。首先，概述共治共享理论的起源和发展，以及在实践中的应用和效果，结合理论基础，构建了文章框架。其次，以城市治理的多维网络、城市治理的多元主体、城市治理的多层结构展开论述，分析广州市城市治理中共治与共享现状。再者，根据现状分析中发现的问题，总结归纳为资源分配问题、数据信息问题、公众参与问题。最后，根据每个问题提出对应对策。

Abstract: This paper explores the dilemmas of co-governance and co-sharing in the urban governance of Guangzhou, emphasizing the importance and practical significance of the co-governance and co-sharing theory in the governance of socialism with Chinese characteristics. First, the paper outlines the origin and development of the co-governance and co-sharing theory, as well as its application and effects in practice, and constructs the framework of the article based on the theoretical foundation. Secondly, the paper discusses the multi-dimensional network of urban governance, the multi-subject of urban governance, and the multi-layered structure of urban governance, analyzing the current situation of co-governance and co-sharing in Guangzhou’s urban governance. Furthermore, based on the problems found in the analysis of the current situation, the paper summarizes them as resource allocation problems, data and information problems, and public participation problems, according to the theory of symbiosis. Finally, the paper proposes corresponding countermeasures for each problem.
