摘要: 在全球能源合作持续深化的背景下,中国石油工程建设企业“走出去”步伐不断加快,如何在特殊属地条件下高效实施油气管道工程,成为当前工程管理领域的重要课题。本文以中国石油管道局承建的东非原油外输管道项目(EACOP) LOT2标段为研究对象,围绕施工组织、节奏控制、属地融合、成本管理等核心环节,系统总结了企业在海外特殊环境下提升组织效能的实践路径,并构建了适用于发展中地区的组织优化机制模型。研究表明,通过建立集中策划与属地执行联动机制、推行滚动作业与网格化调度、实施全生命周期成本压控链条,能够有效提升项目组织韧性与履约效率,为中国石油工程企业提升国际工程管理能力提供现实参考。
Abstract: Against the backdrop of deepening global energy cooperation, Chinese petroleum engineering and construction enterprises are accelerating their pace of “going global.” Effectively executing oil and gas pipeline projects under special local conditions has become a key issue in the field of engineering management. This paper takes the LOT2 section of the East African Crude Oil Pipeline (EACOP) project, undertaken by China Petroleum Pipeline Engineering Co., Ltd. (CPP), as a case study. Focusing on core aspects such as construction organization, rhythm control, local integration, and cost management, it systematically summarizes practical approaches for enhancing organizational effectiveness in challenging overseas environments. Furthermore, the paper proposes an organizational optimization model applicable to developing regions. The study demonstrates that by establishing a coordination mechanism between centralized planning and localized execution, promoting rolling operations combined with grid-based scheduling, and implementing a full life-cycle cost control chain, project resilience and contract performance efficiency can be significantly improved. These findings provide practical references for Chinese petroleum engineering enterprises seeking to enhance their international project management capabilities.
