摘要: 中华优秀传统文化蕴含着国家治理的深厚文化根基。先秦儒家礼乐从孔孟血缘伦理到荀子制度伦理的内在演进脉络，呈现出等级秩序与平等权利、血亲至上与普遍法则、克己修身与个体自由三重张力。礼乐以教化涵养人性自觉、塑造公序良俗，其创造性转化须植入现代价值内核，在社群和谐与个体权利、仪式教化与人的自由发展之间寻求动态平衡，为现代公共秩序建设提供优秀传统文化资源。

Abstract: The fine traditional Chinese culture embodies the profound cultural foundation of state governance. The internal evolutionary trajectory of pre-Qin Confucian rites and music—from the kinship-based ethics of Confucius and Mencius to the institutional ethics of Xunzi—reveals a triple tension between hierarchical order and equal rights, the primacy of blood ties and universal principles, and self-discipline and self-cultivation versus individual freedom. Through education and cultivation, rites and music foster self-awareness and shape public order and good customs. Their creative transformation must be grounded in modern core values, seeking a dynamic balance between communal harmony and individual rights, as well as between ritual education and the free development of the individual, thereby providing resources from traditional culture for the construction of modern public order.
