摘要: 在RCEP全面生效实施的背景下,中国–东盟产业合作区制造业产业链的共生发展对于推动区域经济一体化具有重要战略意义。文章构建涵盖共生规模、共生关联、共生环境三维度的评价指标体系,利用灰色关联度分析对合作区7市2019~2023年的面板数据进行实证分析,结果表明:高新技术产品进出口、东盟双向制造业投资、跨境制造重大项目投资与产业链共生水平关联程度最高,技术协作、跨境产能共建、园区平台建设是核心影响因素;跨境物流硬件配套对产业协同支撑作用明显;RCEP原产地申领、关税减免两类贸易指标关联最弱,区域贸易协定带来的制度效能尚未充分发挥。据此,文章从深化产业技术协作、扩大跨境产能合作、完善多式联运物流体系、优化区域贸易规则落地服务四方面提出优化路径,为提升合作区跨境制造业产业链协同共生水平提供参考。
Abstract: Against the backdrop of the full implementation of RCEP, the symbiotic development of the manufacturing industry chain in the China-ASEAN Industrial Cooperation Zones is strategically important for promoting regional economic integration. This article builds an evaluation index system covering three dimensions: symbiotic scale, symbiotic connections, and symbiotic environment, and uses grey relational analysis to empirically analyze panel data from seven cities in the cooperation zones from 2019 to 2023. The results show that imports and exports of high-tech products, two-way manufacturing investment with ASEAN, and major cross-border manufacturing project investments are most closely related to the level of industrial chain symbiosis. Technology collaboration, cross-border capacity co-construction, and park platform development are the core influencing factors. Cross-border logistics infrastructure also clearly supports industrial coordination. Two trade indicators, RCEP origin applications and tariff reductions, have the weakest correlation, indicating that the institutional benefits brought by the regional trade agreement have not been fully realized. Based on this, the article suggests optimizing paths in four areas: deepening industrial technology cooperation, expanding cross-border capacity collaboration, improving multimodal logistics systems, and optimizing the implementation of regional trade rules, providing a reference for enhancing cross-border manufacturing industry chain collaboration and symbiotic development in the cooperation zones.
