新就业群体融入城市基层社区治理的运作机制研究

A Study on the Operational Mechanism of Integrating New Employment Groups into Urban Grassroots Community Governance

摘要: 随着平台经济、数字经济蓬勃发展，快递员、外卖骑手、网约车司机等新就业群体规模持续扩大，成为城市基层社区治理不可忽视的新生力量。如何将这一“流动性强、组织化弱”的新兴群体有效融入社区治理体系，是新时代基层治理的重要课题。文章在梳理既有研究的基础上，从“吸纳–融入”的视角出发，考察新就业群体参与社区治理的运作机制。当前实践中仍存在组织覆盖表层化、制度保障机制缺位、群体能力适配性差等现实困境。对此，文章需从健全组织覆盖面、完善制度支撑体系、提升群体能力等方面提出优化路径，以期推动新就业群体从基层治理的潜在参与力量，转化为可释放持续正向效能的核心建设主体，从而为基层治理提质增效注入坚实动力。

Abstract: With the rapid development of platform and digital economies, new employment groups such as delivery workers, food delivery riders, and ride-hailing drivers have continued to grow in scale, emerging as an influential force in urban grassroots community governance. How to effectively integrate this highly mobile yet loosely organized group into community governance systems has become a key challenge in contemporary grassroots governance. Building on existing research, this article examines the operational mechanisms through which these new employment groups participate in community governance from the analytical perspective of “inclusion-integration”. To this end, the article proposes optimization pathways by enhancing organizational coverage, improving institutional support systems, and strengthening the capabilities of these groups, aiming to transform new employment populations from potential participants in grassroots governance into core contributors capable of delivering sustained positive impact, thereby injecting solid momentum for improving the quality and efficiency of grassroots governance.
