城乡一体化背景下公共图书馆服务体系的建设及路径

Construction and Pathways of Public Library Service Systems under the Context of Uban-Rural Integration

摘要: 在乡村振兴战略全面推进与公共文化服务均等化的政策导向下，城乡二元结构长期形成的文化资源配置差距已经成为制约我国公共文化服务高质量发展的核心短板。本研究以湖北省咸宁市城乡图书馆服务体系建设为实证研究场景，结合国内南京、常州、佛山等地的实践经验与国外公共图书馆服务体系建设的成熟探索成果，系统梳理了当前城乡一体化公共图书馆建设的现实逻辑，深入剖析了现阶段我国城乡一体化公共图书馆建设面临的人员专业性不足、资源结构失衡、资金投入受限、数字化服务断层等核心困境，从资源统筹机制、人才队伍建设、数字服务布局、服务效能升级等多个维度提出适配我国县域发展实际的建设路径。研究表明，建设城乡一体化公共图书馆服务体系，能够有效打通城市优质文化资源向乡村下沉的传输通道，实现城乡文化信息资源的全域共享，对于缩小城乡公共文化服务差距、保障基层民众基本文化权益、助力乡村文化振兴具有重要的理论价值与实践指导意义。

Abstract: Under the comprehensive advancement of rural revitalization and the policy orientation toward equalized public cultural services, the long-standing differences in cultural resource allocation caused by the urban-rural dual structure have become a core constraint on the high-quality development of public cultural services in China. Taking the construction of urban-rural library service systems in Xianning City, Hubei Province, as an empirical case, this study integrates practical experiences from cities such as Nanjing, Changzhou, and Foshan in China, along with mature international models for public library service development, to systematically analyze the current logic behind integrated urban-rural public library systems. It deeply examines key challenges facing such systems in China today—including insufficient professional staffing, imbalanced resource structures, limited funding, and gaps in digital services—and proposes development pathways tailored to county-level realities across multiple dimensions: resource coordination mechanisms, talent development, digital service planning, and service efficiency enhancement. The research demonstrates that building an integrated urban-rural public library service system effectively facilitates the downward flow of high-quality urban cultural resources into rural areas, enabling comprehensive sharing of cultural and informational resources between urban and rural regions. This has significant theoretical value and practical guidance for narrowing the gap in public cultural services, safeguarding basic cultural rights for grassroots populations, and empowering rural cultural revitalization.
