安全防控在海外项目管理中的实践与探索——以伊拉克马季努恩24寸外输气管道项目为例

Practice and Exploration of Application of “Safety of Going-out” in Oversea Project—By Taking 24 in External Gas Transmission Pipeline Project from Majnoon Oilfield as an Example

摘要: 目前，海外社会安全防控大多是通过单方面提高内部控制能力、加强安保措施来保障。结合伊拉克马季努恩24寸外输气管道项目安保管理的实践，将“走出去”引入海外油气管道建设项目社会风险管理中，提出“走出去的安全”管理理念及要点，拓展海外社会安全风险防范及控制的新思路。

Abstract: At present, the control of social security in overseas projects is ensured by improving internal control capacity and enhancing security measures. Combined with the practice of security management of the 24in external gas pipeline project in Majnoon Oilfield, Iraq, the practice of “Going out” is introduced into the social risk management of overseas oil and gas pipeline construction projects. The idea and key points of security management are proposed for expanding the prevention and control of overseas social security risks.
