我国来华留学生教育政策惯性与改变

摘要: 建国初期,我国建立的是权力高度集中的以中央政府为主导的来华留学生教育管理体制。在传统政策思维的影响下,我国来华留学生教育外部治理存在着政策惯性,使得来华留学生教育发展产生路径依赖。以大学外部治理的视角看,路径依赖的问题影响到来华留学生教育多元化治理发展。从长远看,我国来华留学生教育发展的要义在于摆脱路径依赖,以多元化治理取代政策惯性思维,推进来华留学生教育治理范式的转变。
Abstract: In the early days of the People’s Republic of China, a highly centralized system of education management of overseas students was established in China, led by the central government. Under the influence of traditional policy thinking, there existed policy inertia in the external governance of the education of overseas students in China, which led to path dependence. From the perspective of external governance, the problem of path dependence has affected the development of diversified education of overseas students in China. In the long run, the essence of the development of education for overseas students in China is to get rid of path dependence, to replace inertia in policy thinking with governance diversification, and to promote the transformation of the education management model for overseas students in China.
