Exploration of International Staff Management as Phase III Upgrading EPC Project of ABU Dhabi Oilfield

摘要: 随着中国–阿联酋两国高层互访以及中国石油天然气集团有限公司在“一带一路”倡议下，与阿联酋油气领域合作的深入，阿联酋油气储运建设工程项目市场前景广阔。本文以中国石油管道局工程有限公司在阿联酋承建的EPC石油工程建设项目为例，总结探讨海外高端石油工程项目多国籍国际化员工属地化管理的特点以及难点，并结合我国EPC总承包单位中瓶颈限制，给出相关指导性建议，以期提高海外工程建设国际化员工管理水平。

Abstract: With the exchange of high-level visits between China and the UNITED Arab Emirates and the dee-pening cooperation between China National Petroleum Corporation (CNPC) and the United Arab Emirates in the oil and gas field under the Belt and Road Initiative, the oil and gas storage and transportation construction projects in the United Arab Emirates have a broad market prospect. This paper takes the EPC petroleum engineering construction project contracted by China Petroleum Pipeline Engineering Co., LTD in UAE as an example, summarizes and discusses the characteristics and difficulties of localized management of multi-nationality international employees in overseas high- end petroleum engineering projects, and gives relevant guiding suggestions based on the bottleneck restrictions in China’s EPC general contracting units. In order to improve the overseas engineering construction international staff management level.
