海工项目新冠疫情防控管理——以阿曼拉斯玛卡兹项目为例

Prevention and Control of COVID-19 on Offshore Projects—Taking Ras Markaz Crude Oil Park Project (Phase1) as an Example

摘要: 2020年初，新冠疫情迅速蔓延全球，各行各业都在不断摸索疫情常态化下新的发展模式，特别是境外工程建设企业的健康管理面对更为严峻的挑战，海工项目由于人员多且集中于封闭区域，一旦造成病毒传播后果不堪设想，本文以阿曼拉斯玛卡兹原油储罐项目海上施工过程中的疫情防控为例，积极探索和总结从早期人员设备动迁至项目完工撤场全过程中针对海工作业尤其是铺管船、浮吊船等受限空间疫情防控可能出现的各类问题及应对措施，希望对同行业人员进行类似项目的建设时有所借鉴。

Abstract: In early 2020, unbearable to contemplate COVID-19 rapid spread worldwide, all walks of life are constantly exploring new development models under the normalization of pandemic situation, especially the health management of overseas construction enterprises. Taking the pandemic prevention and control during the offshore and onshore construction of Ras Markaz Crude Oil Park Project (Phase1) in Oman as an example, this paper actively explores and summarizes various problems and countermeasures that may occur during the whole process from the early relocation of personnel and equipment to the completion of the project, especially during the prevention of COVID-19 in restricted space of offshore work such as pipe-laying barge and floating crane barge. I hope it can be used for reference for similar projects.
