摘要: 印度越来越重视印度洋的地位和作用，南下政策作为其海洋战略的重要部分，一直在积极推进当中。而印度洋小岛国战略地位重要，被印度视为其南下政策的重要支点，因此积极发展与其关系。印度希望实现其主导印度洋的雄心，增强在本地区的存在，为此通过政治、经济、军事和文化等多重手段发展与其关系，试图增强印度的影响力，助力其大国雄心的实现。这将对我国的安全和政策产生一系列影响。

Abstract: India pays more and more attention to the status and role of the Indian Ocean. As an important part of its maritime strategy, the southbound policy has been actively promoted. As small island states in the Indian Ocean are strategically important, India regards them as an important fulcrum of its southward policy, so it actively develops its relations with them. India hopes to realize its ambition to dominate the Indian Ocean and increase its presence in the region. To this end, It develops its relations with India through multiple means, including political, economic, military and cultural, in an attempt to enhance India’s influence and help realize its great power ambitions. This will have a range of implications for our security and policy.
