云南省加油站排污许可证常见质量问题与管理对策

Common Quality Problems and Management Countermeasures of Pollutant Discharge Permits of Pertrol Station in Yunnan Province

摘要: 文章对加油站排污许可证核发过程中存在的废水废气填报问题、无组织排放问题、固废污染物填报问题、自行监测问题、环境管理台账记录问题、执行报告要求问题、信息公开问题等进行分析，并从完善管理机制、压实主要责任、强化人才培养、加强处罚力度、加强宣传培训等方面提出对策措施，以期为排污许可管理工作提供决策建议。

Abstract: This paper analyzes the problems of wastewater and waste gas, unorganized discharge, solid waste pollutant reporting, self-monitoring, environmental management ledger records, implementation of reporting requirements, and information disclosure in the process of issuing gas station pollutant discharge permits, and puts forward countermeasures from the aspects of improving the management mechanism, consolidating the main responsibilities, strengthening personnel training, strengthening punishment, and strengthening publicity and training, in order to provide decision-making suggestions for the management of pollutant discharge permits.
