As a crucial component of the urbanization
strategy, quickening the development of small towns is not only an inevitable
course for building new socialist countryside but also a focus of implementing
the fundamental strategy for balanced rural and urban development. The five new
development concept will show the new direction for constructions of small
towns and improve the level of development of small towns.
