    摘要: 党的十八大报告提出“扎实推进社会主义文化强国建设”。在此背景下,文化产业被视为经济增长的新动力,在社会经济结构优化升级过程中有着举足轻重的地位。然而,由于受到文化产品供求不平衡、文化资源开发不合理、文化产业立法不完善等内外部因素的制约,我国文化产业发展相对滞后。为此,我国需要建立相关的制约机制、竞争机制和保障机制,充分发挥政府的积极引导作用,加强对文化市场的管理,加强文化产业的创新力度,完善文化产业企业的管理制度,以市场需求为导向发展文化产业。The report to the Eighteenth National Congress of the Communist Party of China proposed to promote cultural construction steadily. Based on this background, culture industry plays an important role in the optimization process of economic structure, and is regarded as a new power of economic growth. However, our culture industry is underdeveloped relatively due to some restraining factors, such as supply-demand imbalance of culture products, unreasonable development of cultural resources, incomplete legislation, which are from internal and external environment. In order tostimulate culture industry to grow in a sustainable, rapid and sound manner, we need to establish restriction mechanism, competition mechanism and safeguard mechanism, develop the positive guiding role of government well, strengthen the management of culture market, increase innovation of culture industry, improve the management system of culture industry enterprises, and develop market-oriented culture industry.
