2011年中央1号文件明确要求在全国实行最严格水资源管理制度，并提出“三条红线”具体指标，对水资源管理工作进行了全面部署和安排。水资源直接关系到公众的生产生活，最严格水资源管理工作的落实离不开广大公众的参与与支持。本文探讨了最严格水资源管理政府绩效评估的公众参与机制，从参与主体、参与渠道、参与方式等方面进行了理论研究，在此基础上，本文结合具体水资源管理实际，对公共参与的信息化构建模式进行了进一步探索，初步设计出水资源管理绩效评估公共参与信息化系统，并解析了系统的主要功能、信息处理流程和系统基本架构。对公众参与机制及其信息化系统的探索是最严格水资源管理工作必要且有益的尝试。The most strict
water resources management was requested in the central committee document
requests in 2011, which gave a comprehensive work deployment and arrangements
on water resources management. The water resources management performance
evaluation cannot be accomplished without public participation. In this paper,
we discuss the mechanism of public participation in water resources management
performance evaluation, including the main part of participation, the channels
of participation, manners of participation and so on. And we design a
information system for public participation in water resources management which
helps to perfect water resources management system.
