我国企业创新发展能力研究

Enterprise’ Innovation and Development Capability in China

摘要: 提高企业自主创新能力是实现经济转型和产业升级的战略性核心任务。经过多年的发展，我国企业(除港澳台地区外，下同)创新实力不断增强，创新要素数量快速增长，创新环境不断改善，但也存在国际竞争力不强、创新要素质量和效率不高、行政干预过多等问题。我国企业创新发展进入全新的历史阶段，企业业已成为国家自主创新的核心力量，新阶段的政策重点是在继续保持现有模仿创新、跟随创新模式基础上，培育我国企业的自主创新模式。

Abstract:  Improving the enterprises’ innovation capability is the core strategic task to realize economic transition and industrial upgrading. After years of development, enterprises’ innovation capability keeps enhancing in China (except for Hong Kong, Macao, and Taiwan, the same below). Innovation factors keep increasing, and innovation environment keeps improving. However, enterprises’ international competitiveness is not strong enough, innovation factors’ quality and efficiency are comparatively low, and there are excessive administrative interventions in many cases, which will hinder enterprises’ further development. Today enterprises’ innovation has entered a new historical stage in China. In this condition, the keynote of policy is cultivating enterprises’ independent innovation model on the basis of insisting on imitative innovation model.
