重庆城乡统筹区村镇生活垃圾处置现状及对策

Present Status and Countermeasures of Rural Domestic Waste Treatment in Chongqing Urban and Rural Areas

摘要: 通过对全国及重庆市村镇生活垃圾产生的原因和处置现状分析，提出了进一步推进重庆城乡统筹区村镇生活垃圾无害化处理的对策。即通过完善行政立法和项目规划，加强环保宣传，建立多元化环保融资渠道从而加大投入，进一步完善垃圾收运系统，推进实施“分类分散处理与集中处理相结合”的生活垃圾处理技术，实现村镇生活垃圾的“减量化、资源化、无害化”处理，从而逐步缓解村镇生活垃圾带来的环境问题。

Abstract: In order to achieve rural domestic waste harmless treatment in Chongqing urban and rural areas, the status of rural domestic waste production and treatment in China were analyzed, and the feasible rural domestic waste management countermeasures were discussed. For strengthening management of rural domestic waste, the key measures including improving administrative legislation and project planning, strengthening the propaganda of environmental protection, and increasing environmental protection investment through establishing diversified financing channels were carried out. In addition, based on the technical strategy “sorting and distributed treatment combined with centralized treatment”, the rural domestic waste collection and transportation system should be further improved. On the basis of measures, the treatment of rural domestic waste could realize source reduction, sanitary treatment and resource recovery, and the environmental problems caused by rural domestic waste could be reduced.
