Inheritance and Innovation of Marxism State Theory—Based on the Study of National Governance Modernization Theory and Practice

摘要: 马克思主义国家理论及实践是一个不断发展演变的历史过程。当前，党的十八届三中全会上深刻阐释的国家治理现代化理论，是分别对马克思主义国家职能理论和社会主义民主思想的继承和发展。从实践层面，推进国家治理现代化建设，至少应从提高治理体系的有效性与理性化、提升治理能力的职责性与合作性、增强治理观念的包容性与开放性三个方面有所作为。

Abstract: Marxism state theory and practice is a historical process of evolving. Currently, national gover-nance modernization theory was interpreted profoundly by the Third Plenary Session of the 18th Central Committee of the Communist Party of China, which inherits and develops Marxism state functions theory and socialist democratic thought respectively. From a practical level, to promote the modernization of national governance, we should do something, that is, improving the effectiveness and rational of management system, reinforcing the responsibility and cooperation of governance ability, and enhancing the inclusiveness and openness of management concept.
