本文首先阐述了排污权交易制度的定义以及理论基础和产生的背景。在借鉴国外排污权交易制度实施的基础上，分析了重庆排污权交易中心在实施排污权交易制度过程中所面对的现实问题。最后，提出了完善重庆排污权交易制度的对策和建议。
