基层社会治理面临的制度困境及法律对策研究

摘要: 社会管理是社会建设的重要组成部分，各级基层组织是社会的组成细胞，因而基层的社会管理工作显得尤为重要。社会管理的重点、难点都在基层。纵观多年来的基层社会管理，存在着诸多的弊端，可谓是乱象丛生，管理混乱，已经引起当地民众的极大不满，有的已经引发较多的社会矛盾。本文系统分析了当前基层社会管理中面临的困境，并在此基础上提出了基层社会管理的法律对策。 The social management is an important part of social construction. Grassroots organizations at all levels are composed of cells of the society, so the grassroots social management is particularly important. The emphasis and difficulties of social management are at the grassroots level. Throughout the years of grassroots social management, there are many shortcomings, it is chaos, chaotic management, have caused a great dissatisfaction with the local people, some of them have caused many social contradictions. This paper discusses basic social management difficulties, and puts forward the legal countermeasures of grassroots social management.
