解决失地农民社会保障问题的对策探讨

The Countermeasures to Solve the Problem of Land-Lost Famer’s Social Security

摘要: 社会保障是社会文明和进步的重要标志。经济的快速发展推动了工业化、城市化的进程，工业化和城市化在反作用于经济的同时，也必然造成了越来越多的农民失去土地。农民一旦失去赖以生存的土地，就等于失去了生产、生活和发展的保障。本文在前期研究过程中主要运用了结构性访谈的调查方法，对南京市江宁区失地农民的社会保障等问题作了实地调研。通过对数据资料的处理就“如何提高失地农民对目前生活状况的满意度”、“如何解决失地农民的就业问题”、“如何建立完善的社会保障制度”三个问题展开了对解决失地农民社会保障问题的对策探讨，并提出了相应的解决措施。

Abstract: Society security marks the progress and civilization of society well. The rapid development of economy promotes the industrialization and urbanization, and then they react up on economy, which also inevitably leads to the loss of land of the farmers. Once the poor lost their valuable land, it means that they lost everything. We mainly utilized the method of the structured interviews in this article. We did some researches about the social security and some other issues of the landless peasants in Jiangning District, Nanjing. Through processing the data, we come up with “How to improve the satisfaction of the current living conditions”, “How to solve the employment problem of landless peasants,” and “How to establish and improve the social security system” three questions to solve the problem of land-lost farmers’ social security, and propose the corresponding solution measures.
