停车收费策略对居民出行选择行为的影响研究

摘要: 之前学者研究停车收费对居民出行选择行为具有明显的调节作用,但并未细分特定政策对居民出行选择行为的影响。本文从停车收费策略影响行为着手,对相关收费策略进行分类汇总,以社会手段、经济手段、技术手段、信息手段层面梳理引导出行策略,并通过假设情景问卷调查来模拟不同收费政策下出行者的交通选择响应度和成效度,利用四分图模型对居民出行选择策略进行对比分析,并给出相应的实施建议。研究结果为政府制定合理的停车收费策略提供理论支撑。
Abstract: Previous scholars have studied the parking charges to have a significant regulatory effect on residents’ travel choices, but did not subdivide the impact of specific policies on residents’ travel choices. This paper starts with the behavior of parking charging strategy, classifies and summa-rizes relevant charging strategies, sorts and guides travel strategies by social means, economic means, technical means, and information means , and simulates traffic responsiveness of travelers under different charging policies through hypothetical situation questionnaires. Finally, it uses the four-paradigm model to compare and analyze the residents’ travel choice strategies, and gives the corresponding implementation suggestions. The results provide theoretical support for the government to formulate a reasonable parking charging strategy.
