“放管服”背景下的行政审批制度改革研究——以江苏省为例

Research on the Reform of Administrative Examination and Approval System under the Background of “Distribution Service”—Taking Jiangsu Province as an Example

摘要: “放管服”改革实质就是政府的自我革命，通过下放政权，创新政府监管职能，减少政府对市场的干预来实现的。在深化“放管服”改革中，行政审批制度改革作为其中重要的一环，为社会主义市场经济创造了良好的环境，为建设高效廉洁的政府提供了重要保障。本文以江苏省为例，通过对“放管服”背景下的行政审批制度的现状分析，针对目前江苏省存在行政权限下放交接不到位、行政审批事项数目减少与质量不匹配、法律效力低下、监管制度贯彻落实不强、监管思想落后、政府部门公共服务能力不足等问题，提出了深化行政审批制度改革的对策建议，为今后政府行政审批制度改革实践提供了一些经验借鉴。

Abstract: The essence of the reform of the “distribution service” is the government’s self-revolution, which is achieved by decentralizing the government, innovating the government’s supervisory functions, and reducing the government’s intervention in the market. In the deepening of the “distribution service” reform, the reform of the administrative examination and approval system as an important part of it has created a good environment for the socialist market economy and provided an important guarantee for the construction of an efficient and clean government. Through the analysis of the status quo of the administrative examination and approval system under the background of “distribution service”, in view of the current lack of administrative authority in Jiangsu Province, the number of administrative examination and approval items is not matched, the quality is not matched, the legal effect is low, the supervision system is not implemented well, the supervision is backward, and the public service capacity of the government departments is insufficient, the paper puts forward some countermeasures and suggestions for deepening the reform of the administrative examination and approval system, and provides some lessons for the future reform of the government administrative examination and approval system.
