黑龙江省发展林业碳汇经济对策研究

摘要: 林业碳汇作为清洁发展机制(CDM)唯一被认可的减排项目,成为带动地区经济转型,促进经济发展的重要途径。黑龙江省是森林资源大省,如何利用好林业碳汇发展的重要机遇促进本省经济发展是我们面临的一个重要课题。本文在综合分析黑龙江省发展林业碳汇经济存在的问题的基础上,结合实际设计出适合本省发展林业碳汇经济的有效路径,以期为相关部门政策制定提供参考。
Abstract: Forestry carbon sink, which is the only emission reduction project recognized by Clean Develop-ment Mechanism (CDM), is an important way to promote regional economic restructuring and promote economic development. Heilongjiang Province is a large province of forest resources, and an important issue we face is how to take this good opportunity and make good use of forestry carbon sinks to promote the economic development. Based on the comprehensive analysis of the economic development experience of forestry carbon sinks in China and abroad, combining with the actual situation of Heilongjiang Province, an effective path was designed for the development of forestry carbon economy in the province, so as to provide reference for relevant departments’ policy making.
