公务员聘任制的实践困境及对策
The Practical Dilemma and Countermeasures of Civil Servant Appointment System
摘要: 公务员聘任制是我国传统公务员制度的创新,满足了行政机关短期内对高层次专业人才的需求,在激发公务员的积极性和提高行政效率上发挥着重要作用。目前公务员聘任制的多个试点已取得成效,但是公务员聘任制在入口、管理、退出机制方面存在诸多困境。对此,应该严守入口关、落实管理关、疏通出口关,促进公务员制度的改革发展。
Abstract:
The civil servant appointment system is the innovation of the traditional civil servant system in China, which meets the needs of the administrative organs for high-level professionals in the short term, and plays an important role in stimulating the enthusiasm of civil servants and improving administrative efficiency. At present, many pilot projects of the civil servant appointment system have achieved results, but there are many difficulties in the entrance, management and exit mechanism of the civil servant appointment system. Therefore, we should strictly abide by the en-trance, implement the management, dredge the export, and promote the reform and development of the civil servant system.
