政策文献量化视角下中国体育产业政策府际关系演进研究

Study on the Evolution of Governmental Relationship of Chinese Sports Industry Policy from the Perspective of Policy Documentation Quantification

摘要: 政策文献量化研究能够量化地、可操作地判断体育产业政策的演变规律和特点，其中府际关系研究能够对体育产业政策的发布主体进行合作关系的分析。本文以改革开放以来国家层面发布的体育产业政策为研究对象，基于社会网络分析法，绘制出不同阶段体育产业政策发文部门之间的合作网络，并分析了政府部门间的合作关系及其演变特点，旨在促进体育产业机构与非体育产业机构之间政策的制定与合作。研究发现：1) 在联合行文数量上呈现出由少到多的趋势，在范围上呈现出由小到大的趋势，在合作密度上呈现出由稀疏到紧密的趋势；2) 在府际合作过程中出现了政策制定滞后、与国家最高层面政策发布存在延迟的情况；3) 少数行政部门形成了核心合作关系，国家体育总局、国家发展改革委、财政部等在体育产业政策制定上逐渐形成了稳定的关系。

Abstract: The quantitative research of policy documents can quantitatively and operationally judge the evolution and characteristics of sports industrial policies, among which the researches of in-ter-governmental relations can analyze the cooperative relationship between the issuing subjects of sports industry policies. Based on the policies of the sports industry at the national level since the reform and opening up and the social network analysis, this paper draws the sports industry policy cooperation network between different dispatch departments, and analyzes the relationship between the government departments and the evolution characteristics, aiming to promote the enactment and cooperation of sports industry policies between sports industry organizations and non-sports industry organizations. Conclusions: 1) The number of joint articles shows a trend from less to more, the scope of joint articles shows a trend from small to large, and the cooperation density shows a trend from sparse to close; 2) In the process of inter-governmental cooperation, there is a lag in policy formulation and a delay in the release of policies at the highest level of the country; 3) A few administrative departments have formed core cooperative relationships. The General Administration of Sport of China, the National Development and Reform Commission, the Ministry of Finance and other departments have gradually formed stable relationships in the formulation of sports industry policies.
