Analysis of the Construction and Sharing of Telecom Infrastructure with Game Model

摘要: 随着工信部关于电信基础设施共建共享通知的出台，全国各地陆续开展了共建共享活动，但在实际操作中却面临诸多障碍。通过研究共建共享现状，建立共建共享静态博弈模型和动态进化博弈模型，分析了电信运营商之间共建共享的利益关系，从理论上证明了共建共享障碍存在的必然性以及共建共享实施的合理性，并引申出政府及相关部门出台共建共享保障措施的必要性。

Abstract: With the introduction of the notice in the construction and sharing of telecom infrastructure from the Ministry of Industry, the construction and sharing activities are carried out across the country. However, they have met many problems when putting into practice. We analyze interests between telecom operators by creating static game model and the dynamic evolution game model. We have proved the necessity of existing of barriers and the legitimacy of the construction and sharing of telecom infrastructure. It is necessary that the government and relevant departments should give out some safeguards in the construction and sharing of telecom infrastructure.
