煤炭循环经济发展模式研究

Study on the Development Models of Coal Circular Economy

摘要: 煤炭循环经济的发展一方面通过循环使煤炭资源得到充分利用，同时也减少了煤炭废弃物的排放，实现了经济与环境的双赢；另一方面通过循环形成了产业链的延伸与扩宽，从而减轻经济增长对煤炭的需求压力，并对实现煤炭产业结构升级具有重大的推动作用。因此，本文在总结了3R原则在煤炭循环经济中具体应用的基础上，对我国循环经济发展模式进行了深入的研究，结合发展模式图分析了企业、产业、区域、社会4个层面的煤炭循环经济发展模式的构建，并重点对比研究了三种常见的煤炭循环经济产业发展模式。最后，针对研究结论给出了煤炭循环经济发展模式得以实施的对策建议，为煤炭循环经济稳定、健康、快速的发展提供一些参考。

Abstract: Coal circular economy, on one hand, realizes the win-win situation in both economic and environ-mental senses by making full use of resources and reducing the emission; on the other hand, it ex-tends the industrial chain and relieves pressure from economic demands and upgrades coal indus-trial structure. By summarizing the applications of 3R Principles, this article studies the develop-ment models of coal circular economy in depth, where circular economic charts of coal producers are made for which to be analyzed on four different levels, i.e., enterprise, industry, region and soci-ety. Three industrial models of coal circular economy are compared. In the end, this article also makes some countermeasures and suggestions for the implementation of circular eco- nomy de-velopment mode and offers some references for the stable, healthy and rapid growth of coal circula-tion economy.
