关于强化海外项目属地用工管理的几点建议
Suggestions on Strengthening the Management of the Local Labor and Employment of Overseas Projects
摘要:
随着十九大报告中积极促进“一带一路”国际合作政策的推动,海外市场迅速发展壮大,中国石油管道局承揽的国际海外项目增多。为了整合属地化资源,提高低成本竞争能力,员工属地化将发展成为一种趋势和常态。但属地化用工队伍规模不断扩大,给各项管理带来新的严峻挑战,特别是在安全、稳定等方面的问题显得尤为突出。从项目领导、中方员工和属地用工3个方面强化管理,共同推动海外项目属地用工的管理工作。
Abstract:
With the promotion of the policy of international cooperation in the “One Belt and One Road” ac-tively promoted in the report of 19th Session of the CCP, the overseas market rapidly expanded and the number of overseas projects contracted increased. In order to integrate localization resources and improve low-cost competitiveness, localization of employees would develop into a trend and normality. However, the scale of the local workforce continued to expand, which brought new serious challenges to the management, especially in the security, stability and the other problems appeared to be particularly prominent. The management is strengthened from three aspects: project leaders, Chinese staff and local employment, and it jointly promotes the management of local employment for overseas projects.
