基于DEA模型的我国医疗卫生资源配置效率研究

Research on the Allocation Efficiency of My Country’s Medical and Health Resources Based on DEA Model

摘要: 目的：对2017~2018年我国各地区医疗卫生资源配置效率情况进行分析，提供优化医疗卫生资源配置效率建议。方法：运用DEA模型方法，选择人均卫生费用、卫生总费用占国内生产总值(GDP)的比重、每千人口卫生技术人员、基层医疗机构床位数作为投入指标，选择出院人数、医疗卫生机构诊疗人数作为产出指标，分析各地区医疗卫生资源配置效率情况。结果：2017~2018年均实现医疗卫生资源有效配置的省份有北京、上海、西藏。结论：我国医疗卫生资源配置效率总体不高；部分地区的医疗卫生资源利用率较低；需优化医疗卫生资源投入结构来提高医疗卫生资源配置效率。

Abstract: Purpose: To analyze the efficiency of medical and health resource allocation in various regions of my country from 2017 to 2018, and provide suggestions for optimizing the efficiency of medical and health resource allocation. Method: Using the DEA model method, select the per capita health expenditure, the proportion of total health expenditure to GDP, the number of health technicians per thousand population, and the number of beds in primary medical institutions as input indicators, and select the number of discharged hospitals and medical and health institutions for diagnosis and treatment. The number of people is used as an output indicator to analyze the efficiency of the allocation of medical and health resources in various regions. Results: The provinces that achieved effective allocation of medical and health resources from 2017 to 2018 were Beijing, Shanghai, and Tibet. Conclusion: The overall efficiency of my country’s medical and health resource allocation is not high; the utilization rate of medical and health resources in some areas is low; it is necessary to optimize the structure of medical and health resource input to improve the efficiency of medical and health resource allocation.
