数字经济背景下新质生产力水平的统计测度研究

Research on Statistical Measurement of New Quality Productive Forces Level in the Context of Digital Economy

摘要: 为合理测度我国各地区新质生产力水平，本文从劳动人员基础、劳动资料投入、生产效率、技术成果、经济效益和绿色发展六个维度出发构建了新质生产力水平的评价指标体系。基于我国30个省份2012~2022年的面板数据，利用熵权法和Dagum基尼系数分解法对各地区新质生产力水平及区域差异进行研究，结果表明：1) 全国总体及30个省份的新质生产力水平呈逐年上升状态。2) 新质生产力发展水平总体差异及区域内和区域间的差异都呈上升趋势，且区域间的差异是新质生产力总体差异的主要来源。因此，在推动新质生产力发展的进程中，建议采取分区施策的策略，精准协调区域间的发展。

Abstract: To effectively assess the development levels of New Quality Productive Forces (NQPF) across China’s regions, this study constructs a comprehensive evaluation index system along six dimensions: labor force foundation, labor instrument inputs, production efficiency, technological achievements, economic benefits, and eco-friendly development. Utilizing panel data from 30 provinces (2012~2022), we employ the entropy weight method and Dagum Gini coefficient decomposition to analyze regional disparities. Key findings reveal: 1) Both national and provincial NQPF levels demonstrate significant upward trajectories. 2) Overall disparities, as well as inter- and intra-regional differences, exhibit widening trends, with inter-regional gaps constituting the primary source of total inequality. Therefore, in the process of promoting the development of new quality productive forces, it is recommended to adopt a region-specific policy approach to precisely coordinate inter-regional development.
