电商经济嵌入下农村社会工作服务模式数字化转型路径研究——基于“政策–技术–组织”协同框架

Research on the Digital Transformation Path of Rural Social Work Service Mode under the Embedding of E-Commerce Economy—Based on the “Policy-Technology-Organization” Collaborative Framework

摘要: 随着信息技术的快速发展，电商经济已深度融入中国农村的生产、生活及社区建设，但也凸显了传统农村社会工作服务模式存在的资源对接困难、效率低下及可持续性不足等问题。本研究基于“政策–技术–组织”(PTO)协同框架，探讨农村社工服务数字化转型路径。通过整合政策引导、技术赋能与组织变革的互动关系，提出强化政策支持、深化技术应用及激发组织内生动力的具体策略，并创新性构建“线上平台赋能 + 线下专业深耕”的融合模式。实践案例初步验证了该模式在信息整合与资源匹配方面的有效性，但仍需关注数字鸿沟、数据安全及技术依赖等挑战，未来需探索差异化转型路径以适应不同地区需求。

Abstract: With the rapid development of information technology, the e-commerce economy has been deeply integrated into the production, life, and community construction in rural China, but it also highlights the problems of resource docking difficulties, low efficiency, and insufficient sustainability in the traditional rural social work service model. Based on the “policy-technology-organization” (PTO) collaborative framework, this study explores the digital transformation path of rural social work services. By integrating the interaction between policy guidance, technology empowerment and organizational change, this paper puts forward specific strategies to strengthen policy support, deepen technology application and stimulate the endogenous motivation of the organization, and innovatively constructs the integration mode of “online platform empowerment + offline professional deep cultivation”. The empirical case preliminarily verifies the effectiveness of the model in information integration and resource matching, but it still needs to pay attention to challenges such as digital divide, data security and technology dependence. In the future, it is necessary to explore differentiated transformation paths to meet the needs of different regions.
