浅析日本“在地养老”模式

A Brief Analysis of Japan’s “Aging-in-Place” Model

摘要: 作为亚洲最早进入老龄化社会的国家，日本的人口老龄化一直以极快的速度不断发展，老龄化问题十分严峻，为此日本也出台了不少相关政策、措施等应对；在数十年的探索、完善中，这些政策、措施已相对成熟，具备一定的研究价值。本文从日本“在地养老”模式这一侧面出发，结合日本的护理保险制度、推进构建的地域综合护理系统和适老化建筑设计，探究日本在该模式的施行中对积极应对人口老龄化的有效经验和存在的可以改进之处，以期为我国积极应对人口老龄化提供参考，促进为我国老龄人口的生活提供更高程度的便利、提高老年人生活质量。

Abstract: As the first country in Asia to enter an aging society, Japan has experienced a rapidly accelerating process of population aging, facing a grave challenge. In response, the Japanese government has issued a series of relevant policies and measures. Through decades of exploration and refinement, these policies and measures have become relatively well-developed and thus hold certain research value. This study examines Japan’s practices in aging-in-place by analyzing its long-term care insurance system, the promotion of the community-based integrated care system, and age-friendly housing design. It further examines Japan’s effective experiences and the aspects requiring further improvement in the implementation of this model for proactively addressing population aging, in the hope of providing references for China’s proactively addressing population aging, thereby facilitating greater convenience in the lives of the elderly and improving their quality of life.
