小学集团化办学的现实困境及优化路径

摘要: 基础教育对建设教育强国至关重要,集团化办学是实现基础教育优质均衡发展的重要手段,在促进教育质量、破解城乡教育壁垒、缩小区域教育差距等方面有显著作用。然而,在集团化办学规模化推进过程中,也出现优质师资被稀释、学生学习程序化、学校文化同质化等深层次现实困境,影响着基础教育高质量发展的内生动力。因此需从核心环节精准发力,构建精准化资源配置实现精准帮扶;坚守育人本心引导学生全面发展,打造各分校办学特色;以此推动义务教育集团化办学在均衡发展的基础上实现质的跃升,为教育强国建设筑牢根基。
Abstract: Basic education is crucial to building a powerful education country. As an important approach to advancing the quality and balanced development of basic education, group-run schooling plays a vital role in enhancing educational quality, breaking down urban-rural educational barriers and narrowing regional educational gaps. However, in the process of its large-scale promotion, group-run schooling is confronted with such deep-seated practical problems as the rigid teaching methods of teachers, the proceduralized learning of students and the homogeneity of school culture, which have undermined the endogenous driving force of basic education development. Therefore, targeted efforts need to be made in the core links: build precise resource allocation to achieve precise assistance; adhere to the original aspiration of moral education and cultivate people, take high quality as the orientation, and foster distinctive characteristics of branch schools. Only in this way can school grouping be promoted to achieve a qualitative leap on the basis of balance, and a solid foundation be laid for the construction of a powerful education country.
