基于主体功能区划的云南省生态补偿现状及问题分析

Study on the Eco-Compensation Current Status and Problems of the Main Functional District of Yunnan Province

摘要: 西部生态脆弱地区经济发展和生态保护矛盾十分尖锐，严重制约了地区发展。云南作为西部生态脆弱省份之一，本文分析了云南省主体功能区划的必要性及生态补偿现状，重点从可持续发展、产权界定、生态经济价值和公平效益四个角度探讨云南省主体功能区生态补偿存在的问题，为云南以及西部生态脆弱地区建立生态补偿机制并开展实践提供一定理论基础。

Abstract: The sharp contradiction between economic development and ecological protection seriously re-stricts the development of the western ecologically fragile areas. Yunnan is one of the provinces in western ecologically fragile areas. This thesis analyzes the necessity and current situation of eco-logical compensation of the main function regionalization in Yunnan province, which importantly discusses the problems existed in the main function region from four aspects: sustainable devel-opment, property rights definition, ecological economic value, fairness and efficiency in order to provide certain theoretical basis to the establishment of ecological mechanism and carry out the practice in Yunnan and western ecologically fragile areas.
