多元主体视角下农村养老保障困境分析

Analysis of the Plight of Rural Old-Age Security from the Perspective of Multiple Subjects

摘要: 随着人口老龄化的深度发展，我国面临着严重的老年抚养问题，经济上城乡二元发展不均衡，我国农村老年人的养老问题愈加突出。传统的家庭养老难以为继，农村养老服务匮乏，亟需在农村建立起多元的养老体系，建立以村为单位的社区养老服务点，帮助农村居民在年老时实现老有所养目标。农村老年养老体系需要依托多元化的主体，村委会、村民自助组织都必须发挥不同的作用，在乡村振兴战略背景下，助力农村养老体系构建，更好地去建立农村的养老体系。

Abstract: With the deep development of population aging, our country is facing serious problem of old-age support, and the economic dual development of urban and rural areas is not balanced, which leads to the problem of old-age care of the elderly in rural areas in China becoming more and more prominent. Traditional family old-age care is unsustainable, and rural old-age care services are scarce, so it is urgent to establish a diversified old-age system in rural areas and establish community pension service points with villages as units, to help rural residents in old age achieve the goal of old-age support. The rural pension system for the elderly needs to rely on diversified subjects, and the village committee and villagers’ self-help organizations must play different roles. Under the background of the rural revitalization strategy, they can help build the rural pension system and better establish the rural pension system.
