高校基层教学组织建设的现实困境与发展路径
Realistic Predicament and Development Path of the Construction of Grassroots Teaching Organizations in Colleges and Universities
摘要: 基层教学组织作为我国高校最基本的教学单位,在承担教学任务、加强教师队伍建设、推动课程建设和深化教学改革等方面发挥着至关重要的作用。随着高等教育发展的需要,各地对基层教学组织的改革呼声愈发高涨,且基层教学组织建设具有“合理性”“有效性”“发展性”“丰富性”四个发展特征。当前我国高校基层教学组织尚存在教师队伍建设滞后、科教分离、权责不清、资源投入不够等现实困境,一定程度上影响了教育教学质量和人才培养质量。为此,以现实困境为出发点,提出高校基层教学组织建设的发展路径:加强教师队伍建设,完善培养和激励机制;创新教学评价机制,促进科教深度融合;建立健全组织制度,明确职权分配;提供充足的资源配置和经费保障,加快信息化发展。
Abstract:
As the most basic teaching unit of colleges and universities in China, grassroots teaching organizations play a vital part in undertaking teaching tasks, strengthening the construction of teachers, promoting curriculum construction and deepening teaching reform. With the growing development need of higher education, the voice of the reform of grassroots teaching organizations is rising, and the construction of grassroots teaching organizations has four development characteristics, namely, “rationality”, “effectiveness”, “development” and “richness”. At present, there are some practical difficulties existing in the basic teaching organizations of colleges and universities in China, including lagging teacher team construction, separation of science and education, unclear rights and responsibilities, and insufficient resource investment, which affect the quality of education and teaching and talent cultivation to a certain extent. Therefore, in accordance with the practical difficulties, the development path of the construction of grassroots teaching organizations in colleges and universities is proposed: strengthening the construction of teachers and perfecting the training and incentive mechanism; innovating teaching evaluation mechanism and promoting the deep integration of science and education; establishing and improving the organizational system so as to clarify the distribution of power; providing sufficient resources allocation and funding guarantee to speed up the development of information technology.
