The regulatory management of web crawlers involves numerous legal fields, and in addition to civil and criminal responsibilities, corresponding administrative supervision is also required. According to existing legal norms, we can take the following directions to implement administrative control over crawlers: firstly, we can clarify and delineate the exact compliance scope of crawlers through administrative legislation; Secondly, it is necessary to balance the use of criminal punishment and administrative punishment; Finally, methods such as establishing technical guidelines can also be used to guide the correct application of crawler technology.
