社会治理共同体共同打造嵌入式养老模式的机制研究

Research on the Mechanism of Social Governance Community to Co-Create an Embedded Elderly Care Model

摘要: 社区作为基础性治理单元，其责任联结机制是推动治理共同体运转的关键。近年来，社区的治理能力得到逐步提高，社区治理资源下沉，如何将社区赋权与居民共同参与联结起来值得思考。当前我国已步入老龄化社会，社区居家养老服务的提供主体仅仅依靠政府无法适应居民日益增长的养老服务需求，面对社区老年人群的完整需求，应整合政府、社区、企业、社会组织等多元主体资源，协同提供居家养老服务，推动以社区为依托的居家养老服务体系持续健康发展。

Abstract: As a basic unit of governance, the community’s mechanism for linking responsibilities is the key to promoting the functioning of the governance community. In recent years, the governance capacity of the community has been gradually improved, and community governance resources have been sunk, so it is worth thinking about how to link community empowerment with residents’ joint participation. At present, China has entered an aging society, and the main body of community-based home care services relying solely on the government can not adapt to the growing demand for elderly services. In the face of the complete needs of the community’s elderly population, the government should be integrated with the community, enterprises, social organizations, and other multi-principal resources, collaborative provision of home care services, to promote the sustainable and healthy development of the community-based home care service system.
